HALAL EXPLAINED
A simple guide to halal, the product categories covered in Indonesia, and how to prepare ahead of the deadline.
Updated 16 October 2026 · The latest requirements and why to start now ↓
For a product, halal concerns its ingredients and the way it is made and handled. Certification provides formal confirmation that the applicable halal requirements have been met.
Ingredients, additives, processing aids, and their sources must meet the relevant halal requirements.
Production, equipment, and working practices must protect the product’s halal integrity.
Storage, packing, distribution, and handling must prevent contamination with non-halal materials.
A product can be plant-based without being halal certified. The assessment considers the wider production process and supporting evidence, as well as the ingredient list. [1]
THE PRODUCT CATEGORIES
These seven groups summarize BPJPH’s original 18 October 2026 scope. They are product groups, not seven separate certificate types. Read the deadline update above.
Packaged foods, drinks, and other products in the applicable food and beverage classifications.
Raw materials, food additives, and processing aids used to make food and beverages.
Slaughtered animal products and the slaughter services that supply them.
Cosmetics, including skincare and other products classified as cosmetics.
Natural medicines, quasi-drugs, and health supplements. Other medicines have separate schedules.
Chemical and genetically engineered products related to food, beverages, medicines, or cosmetics.
Relevant clothing, accessories, household and office goods, Islamic worship items, and class A medical devices. Check animal-derived content and the exact classification.
Examples are illustrative. Product classification, material composition, business size, origin, and exemptions determine the actual requirement.
BPJPH’s original category overview ↗Article 158 limits this consumer-goods scope to goods derived from, or containing, animal elements. A product being clothing or a household item does not by itself establish that certification is required. PP 42/2024, Article 158 ↗
Products made from prohibited materials are exempt from halal certification and must carry the required non-halal information. An uncertified product is not automatically a declared non-halal product. BPJPH guidance ↗
WHAT CHANGED?
The difference is which businesses and product groups enter the mandatory framework, and when. The meaning of halal has not changed.
EARLIER PHASE · FROM 18 OCTOBER 2024
The first phase covered the relevant domestic medium and large businesses, including:
ORIGINAL NEXT PHASE · HISTORICAL SCHEDULE
The original schedule extended the food-sector phase to micro and small businesses and imports, and brought in the additional groups shown above.
The original regulation sets transition periods to 17 October 2029 for over-the-counter and limited over-the-counter medicines, and class B medical devices.
Prescription medicines other than psychotropics, and class C medical devices, have later transition periods. Biological products and other special cases need a separate scope check.
A later phase does not mean preparation must wait. Check your ingredients, sites, and documents early. Health-product classifications and special provisions should be reviewed individually. BPJPH’s health-sector explanation ↗
